It's that time again, election season. It was just 8 months ago that I lost in my first attempt at public office (Register of Wills). I knew that people wouldn't remember which office.
It was just announced in the Whig today that John Bunnell has filed to run for Commissioner Bill Manlove's seat. Bill has stated that he will not run again. John Bunnell, the current mayor of Cecilton will run as a Democrat. (Click on article to continue story) In the Whig's article, he talks about all of the current buzz words: growth, adequate public facilities ordinance, impact fees... I have heard rumors about a couple of folks on the Republican side that are thinking about running. One a control growth and the other a pro-growth. That can lead to an interesting primary. I have heard from a few people that Commissioner Mark Guns will not be running again. Just a rumor at this time. I haven't heard any Republican names mentioned.
Another interesting race that could develop would be between Congressman Wayne Gilchrest (R) (1st District) and State Senator Andrew Harris (District 7). Senator Harris is a popular conservative who represents Baltimore and Harford County.

I don't think that a conservative could beat Gilchrest in such a relatively non- conservative venue as he has.
What may be needed is a candidate who also really gets support from environmental groups, which Gilchrest surprisingly does not do.
That might have been true in the past but the demographics have been slowly changing. I believe that Senator Pipkin is close to what you are describing.
