But a new wrinkle just came up that is bound to fret Maryland's slot supporters and make the whole debate a lot more interesting for Delaware's taxpayers who are worried about losing revenue to our neighbor. It seems that the referendum legislation has a small caveat that gives local zoning authorities a say over the slots parlors.

Not to worry. Thornton was passed without the required funding source. That defect was ignored and never litigated. Slots (aka Video Lottery) will prevail because when proceeds from the 20% sales tax increase are
overcommitted after a few legislative sessions, the slots parlors will become fully operational and the proceeds will re-fill the Annapolis trough.
